Union territory inclusion expands presidential regulatory power to make regulations for governance of newly acquired territories.

The amendment adds Goa, Daman and Diu to the First Schedule as a Union territory to reflect their integration and clarifies that they are administered by the President through an Administrator; it also amends article 240(1) to confer on the President power to make regulations for the peace, progress and good government of those territories.
