Commencement of Finance Act: sections declared operative from the start of the fiscal year, with retrospective effect.

The Act is designated as the Finance Act, 1990, and, except where otherwise provided, sections 2-61 are declared to be deemed to have come into force on the first day of the fiscal year, giving those sections retrospective operative commencement while preserving other specific commencement provisions.
