Commencement of Finance Act: specified provisions are deemed effective from the first day of the financial year. The Act implements the Central Government's financial proposals for 1989-90 under the short title Finance Act, 1989. Save as otherwise provided, sections 2 to 33 are deemed to have come into force on the first day of April, 1989, fixing the effective date for those provisions.
