Power to make regulations enables board to issue notifications prescribing carrier reporting and supplemental provisions under the Chapter. The Central Board of Excise and Customs may, by notification, make regulations consistent with the Chapter and its rules to carry out the Chapter's purposes. Such regulations may prescribe the returns, particulars and information carriers must furnish, the authorities to whom and the intervals at which they must be furnished, and may provide for supplemental matters arising out of any rule made by the Central Government under the Chapter.
