Failure to file notice triggers Commission inquiry and directive to file Form I or II within thirty days. Where parties fail to file the mandated notice, the Commission may on its own information inquire whether the combination has caused or is likely to cause an appreciable adverse effect on competition and, after deciding to commence an inquiry, may direct the person required to give notice to file notice in Form I or Form II; that directed notice must be filed within thirty days of the Commission's communication.
