A new provision imposes a fixed monetary penalty per machine for failure to register machines under a notified special registration procedure, in addition to any other penalties, and authorises seizure and confiscation of each unregistered machine; confiscation is avoided if the penalty is paid and the machine is registered under the special procedure within a short period after communication of the penalty order.
