Suo motu reference power: commission may refer matters to statutory authorities when issues involve an Act they implement.

Amendment replaces "this Act" with "an Act" in section 21A(1) and substitutes the proviso to permit the Commission to suo motu make a reference to a statutory authority on any issue involving provisions of an Act whose implementation is entrusted to that statutory authority, thereby broadening the Commission's power to refer matters to implementing authorities.
