Ineligibility also applies if these individuals are linked to another barred entity, are willful defaulters, fraudulent borrowers, fugitive economic offenders, or are restricted by government bodies from fundraising. Restrictions do not apply if the debarment period has ended by the application date for registration or fundraising.
