Delegation of authority: Board may appoint a substitute authority to ensure continuity when an authority is unable to act. When the designated Authority cannot perform functions owing to absence, illness or other cause, or when a vacancy arises, the Board may specify another Authority situated elsewhere to act in place of the said Authority to ensure continuity of the Authority's functions.
