List of contributories cannot be changed except by a prescribed exception and only by an order of the Tribunal. The rule preserves the stability of the list of contributories by prohibiting any variation to the list or alteration of a settled contributory's liability except where an identified exception applies and only by means of an order of the Tribunal implemented in accordance with that order.
