Registrar endorsement and scrutiny set registration, defect rectification procedures and a limited appeal to the Presiding Officer. The Registrar must endorse and sign the presentation date on every memorandum of appeal; appeals in order are registered and serialised. Formal defects may be rectified immediately in the Registrar's presence, non formal defects may be allowed time for correction and defects in mailed appeals may be communicated for remediation. Failure to rectify permits the Registrar to decline registration by a reasoned order communicated within seven days. An appeal from that order lies to the Presiding Officer or an authorised member within the prescribed period and the decision is final.
