Memorandum of appeal must be in prescribed form and filed at the registry or sent by registered post. A memorandum of appeal must be presented in the prescribed form by an aggrieved person in the registry of the Appellate Tribunal within whose jurisdiction the case falls or sent by registered post to the Registrar; a memorandum sent by post is deemed presented on the day it is received in the registry.
