Audit authority: proper officer may inspect warehouse manufacturing units to verify compliance with the Act and rules. The proper officer may conduct audits of units operating under the enabling statutory provision governing manufacture and other operations in warehouse, in accordance with the provisions of the Act and the rules made thereunder, as a procedural compliance mechanism within the customs warehouse regime.
