Posting and transfer of Members governed by Central Government and President with eligibility, tenure, and grounds for transfer. Rule 15A requires initial posting of a Member by the Central Government in consultation with the President; subsequent transfers are made by the President having regard to capacity, efficiency, prior practice restrictions, avoidance of posting where close relations practise, ordinary tenure limits of three years with a two-year cooling-off before re-posting, and restrictions on early transfer except for administrative grounds or personal request. Personal-request transfers include serious medical grounds, children's education disruption, and unavoidable family responsibilities; administrative transfers require Central Government consultation.
