The provision confers on the Authority comprehensive regulatory and operational control over the Aadhaar ecosystem, including formulation of policy, procedures and systems for issuance of Aadhaar numbers and for performing authentication. It may prescribe demographic and biometric requirements, enrolment and verification processes, data management and security protocols, appointment and revocation terms for Registrars and service providers, and operational functions to collect information, generate and maintain Aadhaar numbers, omit or deactivate records, and establish the Central Identities Data Repository.
