Rule 21: Armed Forces Can Claim National Savings Certificates for Deceased or Deserting Personnel, Bypassing Nominations.
Rule 21 of the National Savings Certificates (IX-Issue) Rules, 2011, addresses the encashment of certificates held by personnel of the Army, Air Force, and Navy. If such a person dies or deserts, the Commanding Officer or the Committee of Adjustment can request the post office to release the amount due under the certificate. This request overrides any existing nominations and must be made under relevant sections of the Army and Air Force (Disposal of Private Property) Act, 1950, or the Navy Act, 1957.
