Power to specify procedures: Board may issue circulars to set norms and clarify implementation of the regulations. Regulation 73 empowers the Board to specify norms, procedures, processes, manners or guidelines for implementation of the regulations and incidental matters, and to issue such specifications and clarifications by way of circulars to provide operational guidance and standardise application.
