Certificate of registration: Commission may grant or refuse after enquiry; refusal requires giving the association opportunity to be heard. On receipt of an application for registration the Commission conducts such enquiry as it considers necessary and may, by order in writing, grant a certificate of registration or refuse to grant it; and prior to any refusal the association must be afforded an opportunity of being heard.
