Power to issue guidance: board may direct on interpretation or application, subject to hearing and recorded reasons. The Board may issue directions, guidance notes or circulars to remove difficulties in interpreting or applying the regulations; where a direction is issued in a specific case it must be preceded by a reasonable opportunity for the concerned parties to be heard and accompanied by recorded reasons for the direction.
