<h1>Regulation 44 allows issuers to create a safety-net for retail investors in public issues, coordinated with merchant bankers.</h1> Regulation 44 of the Securities and Exchange Board of India (Issue of Capital and Disclosure Requirements) Regulations, 2009, allows an issuer to establish a safety-net arrangement for securities offered in a public issue. This arrangement, coordinated with a merchant banker, permits the purchase of up to 1,000 specified securities per original resident retail individual allottee at the issue price. This offer must be made within six months from the final date of dispatch of security certificates or credit to the demat account, contingent on the financial capacity of the safety-net provider and required disclosures.
