          <h1>Rejection of registration application: applicants may seek reconsideration and are entitled to a hearing and written grounds.</h1> Regulation 10 requires that where the Board decides not to grant a custodian registration certificate it may reject the application after giving the applicant a reasonable opportunity of being heard, must communicate the written grounds of rejection promptly, and must consider any application for reconsideration made by an aggrieved applicant, affording a hearing if necessary and conveying its reconsidered decision in writing.
