Certificate rejection procedure: applicant afforded hearing, informed of grounds, and may seek reconsideration within the prescribed period. If the Board decides not to grant a certificate of initial or permanent registration it may reject the application after affording the applicant a reasonable opportunity of being heard and must communicate the decision with stated grounds within thirty days; the applicant may seek reconsideration in writing within thirty days of receiving that communication, and the Board shall consider and communicate its decision on reconsideration as soon as may be.
