It allowed the appointment of enquiry officers to notify the investor of proposed actions and required the investor to respond within fourteen days. The investor could present its case without legal representation unless the Board appointed a presenting officer. The enquiry officer would then submit a report to the Board recommending any necessary penal actions based on the findings.
