Certificate rejection procedure requires hearing and prompt communication of grounds within the prescribed period after application review. The Board may, after affording the applicant a reasonable opportunity of being heard, reject an application for grant or renewal if it considers a certificate should not be issued; the decision must be taken within thirty days of receipt of a complete application or within thirty days of receiving further information or clarification. If rejected, the Board must communicate the rejection forthwith and state the grounds to the applicant.
