Settlement orders: allocation of authority and mandatory content for resolving alleged securities law defaults. Regulation 15 allocates authority to issue settlement orders: the adjudicating officer for matters pending before him and the panel of whole-time members for other initiated or proposed proceedings. Every settlement order must specify the alleged default(s), applicable securities law provisions, facts and circumstances relevant to the default(s), any admissions by the applicant, and the settlement terms.
