Prohibition on incentives bars offering direct or indirect inducements for applications in the initial public offer, except fees or commissions. Any person involved in distribution of a public issue is prohibited from offering incentives, direct or indirect, in cash, kind, services or otherwise to induce applications in the initial public offer; only fees or commission for services rendered in relation to the issue are permitted as an exception.
