Expense recovery by regulator permitted: inspection and investigation costs may be charged to market participants. Regulation 90 authorises the Board to recover from a depository, participant, beneficial owner, issuer or its agent the expenses, including fees paid to auditors, incurred in inspecting or investigating their books of account, records, documents, infrastructure, systems and procedures.
