Withdrawal of application bars reapplication for the same default unless recommended reconsideration subject to an increased settlement amount. Withdrawal of application permits withdrawal at any time prior to communication of the Panel's decision, but the applicant who withdraws shall not be permitted to make another application in respect of the same default; provided that the High Powered Advisory Committee may recommend consideration subject to an increase of at least fifty percent over the settlement amount determined under the Regulations.
