Filing of reply requires respondents to submit prescribed paper sets, verify filings and serve the appellant; tribunal may permit late filing. Rule 14 requires the respondent to file five complete sets of the reply with documents in paper book form with the registry within one month of service of the notice of filing of the memorandum of appeal, with every reply verified as prescribed and a copy of every filed document forthwith served on the appellant; the Appellate Tribunal may, in its discretion, permit late filing on application.
