The amendment replaces the prior wording to provide that penalties shall not be less than five lakh rupees but may extend to twenty-five crore rupees or three times the amount of profits made out of such practices, whichever is higher, thereby creating a minimum sanction while preserving the existing maximum and profit based multiplier.
