Public access to proceedings: tribunal may open hearings but can exclude the public or particular persons at any stage. Proceedings before the Tribunal are open to the public, but the Tribunal may at any stage order that the public generally or particular persons shall not have access to, or be present in, the room or building used by the Tribunal.
