Customs clearance procedures now permit prescribed electronic methods enabling automated system-based clearance and process alignment. The amendment inserts authority to allow clearance 'in such manner as may be prescribed' after the reference to 'proper officer' in section 45(2)(b), enabling customs clearance by prescribed methods, including an automated customs system, as a consequential adjustment to related amendments in sections 47, 51 and 60.
