Manifest requirements expanded to cover export goods and delegate form and delivery procedures to regulation. Amendment expands manifest obligations to include export goods in addition to imported goods and replaces the fixed ''prescribed form'' with authority to specify ''such form and manner as may be prescribed,'' thereby delegating to regulation the procedural details for presentation or delivery of the manifest under section 30(1) of the Customs Act.
