Procedure for Advance Ruling Authority set by regulations; Appellate Authority may regulate its own procedure. The substituted section 28M provides that the Authority shall follow procedure as prescribed, enabling delegated regulation of the Authority's advance ruling procedures, and that the Appellate Authority shall, subject to the Chapter, have power to regulate its own procedure in matters arising from its statutory functions.
