          <h1>Registrar authority and delegation: custody of tribunal records and controlled affixation of the tribunal seal under written authorization.</h1> The Rule assigns custody of Tribunal records and administrative functions to the Registrar, allows delegation to the Deputy or Assistant Registrar with presidential approval, and permits those deputies to exercise all Registrar functions in the Registrar's absence. The official Seal must be kept by the Registrar, Deputy Registrar or Assistant Registrar and may be affixed to Tribunal orders or certified copies only under their written authority and subject to any directions of the President.
