Information of default filing required before insolvency initiation; information utilities must assign identifier and notify users. Regulation 20 obliges an information utility to accept information in Form C and, where a creditor files an information of default prior to initiating creditor insolvency proceedings, to process that information for issuing a record of default. On receipt the utility must assign a unique identifier, acknowledge receipt, and notify the user of the identifier, the terms for authentication and verification, and how the information may be accessed by others.
