Registration of users requires identity verification and issuance of a unique identifier, with prohibition on re-registration. Registration requires a person to register with an information utility to submit or access information; the utility must verify identity, grant registration, and notify the registrant of a unique identifier. A registrant may not register again with another information utility. Information utilities must enable authorised representatives to act for registered users and must maintain and share lists of registered users, their unique identifiers, and debt identifiers with other information utilities and the Board.
