Registration of information utilities: Board may require clarifications, grant or reject applications with reasons and conditions. The Board examines registration or renewal applications for information utilities, permits cure of deficiencies, requests additional documents or appearances, and inspects as necessary; it grants or renews registration if satisfied on eligibility, technical competence, financial capacity, infrastructure, staffing and prior compliance, issuing the certificate within sixty days excluding response time. If the Board has prima facie objections it communicates reasons within forty-five days, allows fifteen days for explanation, and then accepts with certificate or rejects within thirty days; rejection of renewal may include directions to discharge obligations, continue functions for information transfer, and other measures.
