The regulation permits the Board to order an Investigating Authority to investigate a service provider and report to the Board; the order must state the scope of investigation, composition of the Investigating Authority, timelines, progress reporting, interim and final report requirements. The Board and Investigating Authority must keep investigations confidential and minimise disruption to the service provider, and the Board may modify the order with written reasons to enlarge scope or change terms.
