Paperbook submission rules require indexed certified copies; Commission may allow extensions and direct preparation by parties. Regulation 6 requires parties and the Principal Commissioner or Commissioner to submit six indexed and paged copies of documents they intend to rely upon within prescribed periods, allows the Commission to condone delays or grant extensions, and permits the Commission to direct preparation of paperbooks at a party's cost. All papers must be legible, double-spaced or printed, certified as true copies by the filer, and indexed with brief descriptions, page numbers and filing authority.
