Rulemaking power: Government may frame rules, including retrospective rules within commencement limits and penalty provisions.

The Government, on the recommendations of the Council, may by notification make rules for carrying out the provisions of the Act, including rules covering matters required or permitted to be prescribed; the rulemaking power includes making rules with retrospective effect not earlier than the Act's commencement and may provide that contraventions attract a penalty within the statutory upper limit.
