The Appellate Authority must hear parties, may extend filing time for sufficient cause, allow additional grounds not willfully omitted, and impose a pre-deposit requirement as a condition to appeal. The Authority may adjourn hearings subject to limits, make further inquiry, and pass reasoned written orders which are communicated to parties and designated officials and are final subject to specified appellate or revision provisions.
