Powers of officers: delegation and subordinate exercise permitted, with restrictions and exclusion of appellate authority. Officers of State tax may exercise and discharge powers conferred by the Act subject to conditions and limitations imposed by the Commissioner; an officer may act for subordinates and the Commissioner may delegate powers to subordinates, but the Appellate Authority is excluded from exercising others' powers.
