Power to remove difficulties allows government orders to remedy implementation issues subject to Council recommendation and legislative review. The State Government may, on the Council's recommendation, by order publishable in the Andhra Pradesh Gazette make provisions not inconsistent with the Act or its rules to remove difficulties in giving effect to the Act; such orders are subject to a statutory time limitation and must be laid before the State Legislature as soon as may be.
