Laying of rules: regulations and notifications must be presented to the State Legislature and may be modified or annulled. Every rule, regulation or notification made under the Act must be laid before the State Legislature promptly and remain before it for a total prescribed period, during which the Legislature may agree to modify or disallow the instrument; if modified or disallowed, the instrument will thereafter operate only as modified or be of no effect, without prejudice to the validity of anything previously done under it.
