Validity of assessment proceedings upheld when substantial compliance exists; notice service not contestable if acted upon. Proceedings under the Act, including assessment, adjudication and notices, shall not be invalid merely for mistakes, defects or omissions if they are in substance and effect in conformity with the Act or any existing law; service of a notice, order or communication cannot be subsequently challenged where the addressee has acted upon it or failed to contest service in earlier related proceedings.
