Preliminary safeguard findings permit urgent recording of serious injury from increased imports and require public and international notice. The Director General may expeditiously record preliminary findings of serious injury or threat from increased imports in critical circumstances where delay would cause irreparable damage, and must issue a public notice transmitting it to the Central Government (Ministry of Commerce and Industry and Ministry of Finance) and to the Government of Malaysia.
