Fixed-term tenure provision limits the Authority's existence unless council recommends continuation of its term. The Authority has a limited existence measured from the date the Chairman assumes office and will cease to exist upon expiry of the two-year term beginning when the Chairman enters upon his office, unless the Council recommends continuation.
