Officer appointment and jurisdiction: Commissioner has statewide authority; other officers' territorial competence determined by Government or Commissioner. The State Government may appoint officers under the Act in addition to those notified under section 3. The Commissioner is vested with jurisdiction over the whole State. The Special Commissioner and an Additional Commissioner may have jurisdiction over the whole State or, where directed by the State Government, over specified local areas. Other officers' jurisdiction is subject to prescribed conditions and may extend over the whole State or such local areas as the Commissioner specifies by order.
