Procedural autonomy: Authority and Appellate Authority may regulate their own procedure under the Chapter framework. Authority and Appellate Authority under the Advance Ruling framework are vested with power to regulate their own procedure, subject to the provisions of the Chapter, conferring procedural autonomy to determine rules of practice and internal process within statutory bounds.
